The Gathering of Eagles Foundation is honored to recognize United States Air National Guard Major Heather ‘Lucky’ Penney, as a 2020 Air & Space Power Legend. Maj Penney was one of the first female pilots to go directly into fighters from pilot training. She earned her wings at Euro-NATO Joint Jet Pilot Training and was assigned to the District of Columbia Air National Guard to fly the F-16C. On September 11, 2002, Maj Penney scrambled with an unarmed aircraft in defense of the National Capital Region. After flying the F-16 for ten years, including two combat deployments under Operation Iraqi Freedom, she flew the C-38 for six years in support of VIP Special Airlift Missions. She also served as the Director of T-50A and Aviation Training Systems at Lockheed Martin in Washington DC. Maj Heather Penney serves on the board of Directors of the Experimental Aircraft Association and is a Senior Resident Fellow at the AFA Mitchell Institute for Aerospace Studies where she conducts research for air and space power advocacy.
